About the role

Crown Estate Scotland was created seven years ago as a commercial public body and we are now entering a new phase of growth and expansion. This involves a growing emphasis on collaboration and investment to create great places for people to live, work and visit.

We manage the Scottish Crown Estate – including buildings, land, coastline, and seabed – on behalf of the people of Scotland. Our purpose is to invest in property, natural resources and people to drive economic development and deliver lasting social and environmental value.

We are looking for an experienced and collaborative leader to join our expanding Executive leadership team as we continue to build our capacity.

This is a newly created role and we are looking for someone who can help us:

Generate prosperity and value for Scotland;

  • Act as Senior Responsible Officer (SRO) for large projects and Sponsor for internal cross-functional initiatives:
  • Support the growth of sustainable business and industry in Scotland's seas and coasts;
  • Promote sustainable ways to create great places and deliver lasting value for the people of Scotland;
  • Make places better for those who visit, live on and work on the Estate;
  • Create opportunities for people to benefit from the property – including buildings, land, coastline and seabed – that form the Scottish Crown Estate; and
  • Reflect our values of Integrity, Collaboration; Commercialism and Excellence.

The Estate is growing in value and is currently valued at an estimated £653mill. The Director of Development, Capital Delivery and Decarbonisation will have responsibility for capital expenditure up to £50mill p/a and revenue expenditure up to £2mill p/a. They will work cross-functionally with the in-house team and managing agents to deliver financial value and non-financial benefits.

The Scottish Crown Estate is a fascinating and diverse portfolio including built assets such as offices, residential properties, development land, agricultural buildings, social infrastructure, and critical infrastructure. The role holder will lead and inspire a new team of professionals dedicated to development, capital delivery and decarbonisation of built assets and infrastructure through multi-year investment projects and programmes. As such it provides a unique opportunity to transform and transition a portfolio so that it can continue to serve and support the people of Scotland for decades to come.

Candidates should have a relevant degree, ideally accompanied by a RICS qualification or equivalent. You will be able to demonstrate 5+ years leading the successful delivery of capital projects (from inception to completion including business case production) for projects valued at £10m or greater.

Direct experience of local government or central government business case process in relation to capital projects is highly desirable.
