FWB advises on senior financial leadership appointments at Moray Council

FWB is delighted to have advised Moray Council on the appointment of Jon Matthews as Executive Director of Finance and Transformation (Section 95 Officer), alongside the promotion of Jamie Fraser to Chief Financial Officer.

These appointments further strengthen the Council’s Corporate Leadership Team, led by Chief Executive Karen Greaves BEM, who joined Moray Council from Orkney Islands Council in December 2024, and reflect the Council’s continued focus on financial sustainability, transformation and delivery of its strategic priorities.

Jon Matthews has joined Moray Council from AGS Airports Limited, where he most recently served as Strategy & Transformation Director. A highly accomplished business leader, Jon brings extensive experience across the transport, tourism and energy sectors, with a strong track record in financial stewardship, strategic growth and large-scale transformation. As Executive Director, Jon will have statutory responsibility for the Council’s financial management and will play a pivotal role in setting strategic financial direction, aligning resources to priorities, and leading the Council’s transformation and modernisation programme.

Alongside this appointment, Jamie Fraser was successful in a competitive process and was promoted to Chief Financial Officer. Jamie has made a significant contribution to Moray Council’s finance function and brings strong organisational knowledge, leadership capability and a clear commitment to delivering effective financial management and governance.
