FWB advises Scottish Fire and Rescue Service on key leadership appointments

FWB recently partnered with the Scottish Fire and Rescue Service (SFRS) in the appointment of two senior executive leaders who will play a critical role in shaping the organisation’s future direction and supporting the delivery of its strategic priorities.

James Wallace has been appointed as Director of Finance, Digital and Infrastructure, joining from DG Communities in the Scottish Government, alongside Penny McIntyre who joins as Director of People, Communications and Engagement from her previous role as Global HR Director at Heriot Watt University. Together, these appointments strengthen the Executive Leadership Team and both bring extensive experience across public service leadership, organisational transformation, governance, and operational delivery.

The appointments were led by Kirsten Hendry, Head of FWB’s Public Sector Practice, and Jaclyn Needham, Head of FWB’s HR Practice, who worked closely with SFRS throughout the search and selection process.

Appointing leaders for a complex national organisation

As Scotland’s national fire and rescue service, SFRS plays a vital role in protecting communities, responding to emergencies, and supporting resilience across the country. Operating at significant scale and complexity, the organisation requires senior leaders who can combine strategic vision with strong operational and stakeholder leadership.

The Director of Finance, Digital and Infrastructure is responsible for leading a broad portfolio encompassing financial strategy, digital transformation, technology, estates, and infrastructure. The Director of People, Communications and Engagement provides leadership across workforce strategy, organisational development, internal and external communications, and culture.

These appointments were made at an important time for SFRS as it continues to modernise services, invest in its people and infrastructure, and adapt to the evolving needs of Scotland’s communities and environment.
